O-3 BAH Rates: Officer Housing Guide [2027]
O-3 BAH in 2026 ranges from $1,686 to $6,633 per month with dependents, with a national median of $2,540 across all 338 military housing areas. Without dependents, the range is $1,344 to $5,331, median $2,253. Your exact rate depends on your duty station — an O-3 at Camp Lejeune gets $2,085 while one in Westchester County, New York gets $6,633.

What O-3 means in your branch
O-3 is a paygrade, not a rank. Every service pays an O-3 the exact same base pay and the exact same BAH — the title on your uniform just changes by branch:

| Branch | Rank at O-3 |
|---|---|
| Army | Captain (CPT) |
| Marine Corps | Captain (Capt) |
| Air Force | Captain (Capt) |
| Space Force | Captain (Capt) |
| Navy | Lieutenant (LT) |
| Coast Guard | Lieutenant (LT) |
One related row worth knowing: O-3E. If you commissioned after at least 4 years of enlisted service, you get a separate, slightly higher row in both the base-pay and BAH tables. It exists because your housing profile reflects more years of service. The numbers below are the standard O-3 rows; O-3E runs a bit above them.
What your O-3 BAH actually covers
A number this big deserves a reality check on what it’s designed to do. BAH is built to cover about 95% of typical housing costs for your grade and area — not 100%. Since 2019, service members have absorbed the other 5% out of pocket, which DoD estimated at $93 to $212 per month in 2026 depending on rank and dependent status.
Three mechanics that shape your rate:
– Two dependent categories, no more. With or without. One child gets you the full with-dependents rate; a house full of kids doesn’t add a dollar. – Your duty station sets the rate, not your address. BAH keys off your permanent duty station’s ZIP — commuting in from a cheaper town doesn’t change it, and neither does your actual rent or mortgage payment. – Rental costs only. DTMO surveys rents, average utilities, and renter’s insurance each year — not home prices. That’s why BAH can feel disconnected from what houses cost near base.
2026 O-3 BAH: the national picture
I ran the full 2026 DTMO tables across all 338 military housing areas for O-3. Here is what the grade actually looks like nationally:
| With dependents | Without dependents | |
|---|---|---|
| Lowest area | $1,686 (Anniston/Fort McClellan, AL) | $1,344 (Youngstown, OH) |
| 10th percentile | $1,938 | $1,629 |
| National median | $2,540 | $2,253 |
| 90th percentile | $4,203 | $3,555 |
| Highest area | $6,633 (Westchester County, NY) | $5,331 (San Francisco, CA) |
If you want to understand where these numbers come from, I wrote a full breakdown of how BAH is calculated.
O-3 BAH by duty station
National medians are useful context, but nobody actually gets the median. You get your duty station’s rate. These are the real 2026 O-3 monthly rates at stations people actually ask about:

| Duty station | With dependents | Without dependents | Dependent gap |
|---|---|---|---|
| Westchester County, NY | $6,633 | $5,169 | $1,464 |
| San Francisco, CA | $5,556 | $5,331 | $225 |
| New York City, NY | $5,529 | $5,112 | $417 |
| Boston, MA | $5,163 | $4,815 | $348 |
| San Diego, CA | $4,518 | $4,248 | $270 |
| Seattle, WA | $4,215 | $3,627 | $588 |
| Tacoma, WA (JBLM) | $3,123 | $2,784 | $339 |
| Fort Hood, TX | $2,340 | $1,833 | $507 |
| Fort Bragg, NC | $2,175 | $1,956 | $219 |
| San Antonio, TX | $2,127 | $2,007 | $120 |
| Camp Lejeune, NC | $2,085 | $1,809 | $276 |
The officer ladder: what the O-3 promotion is worth in BAH
Promotion doesn’t just raise your base pay — it bumps your BAH too. Here’s the officer ladder in BAH terms, using national medians with dependents:

| Paygrade | Median BAH (with dependents) | Step up |
|---|---|---|
| O-2 | $2,372 | — |
| O-3 | $2,540 | +$168/month (+7.1%) |
| O-4 | $2,831 | +$291/month (+11.5%) |
Total compensation: O-3 base pay + BAH + BAS
BAH is only one piece of the paycheck. Here’s the full 2026 picture for an O-3. Base pay got a 3.8% raise across all ranks on January 1, 2026 (FY2026 NDAA), and the full O-3 table looks like this:

| Years of service | Monthly base pay | Annual base pay |
|---|---|---|
| 2 or less | $5,534.10 | $66,409.20 |
| Over 2 | $6,273.90 | $75,286.80 |
| Over 3 | $6,770.40 | $81,244.80 |
| Over 4 | $7,382.70 | $88,592.40 |
| Over 6 | $7,737.00 | $92,844.00 |
| Over 8 | $8,125.50 | $97,506.00 |
| Over 10 | $8,375.70 | $100,508.40 |
| Over 12 | $8,788.20 | $105,458.40 |
| Over 14 | $9,004.20 | $108,050.40 |
– Base pay: $5,534.10/month (taxable) – BAH: $2,540.00/month (tax-free) – BAS: $328.48/month (tax-free) – Total: $8,402.58/month — $100,831/year
A single O-3 at the median without-dependents rate gets $5,534.10 + $2,253 + $328.48 = $8,115.58/month ($97,387/year). And because BAH and BAS are tax-free, that $100,831 is worth noticeably more than the same number in a civilian salary — which is why I wrote a full explainer on whether BAH is taxable.
### Three real O-3 paychecks
Same rank, very different bank deposits. Here’s what total monthly compensation looks like across real situations (all 2026 figures):
| Situation | Base pay | BAH | BAS | Total/month |
|---|---|---|---|---|
| Entry O-3, single, Fort Hood | $5,534.10 | $1,833 | $328.48 | $7,695.58 |
| Entry O-3, with dependents, San Diego | $5,534.10 | $4,518 | $328.48 | $10,380.58 |
| O-3 at 6 years of service, with dependents, San Diego | $7,737.00 | $4,518 | $328.48 | $12,583.48 |
What O-3 BAH could look like in 2027
The official 2027 tables don’t exist yet — DoD publishes them in mid-December 2026. What we do know: 2026’s average BAH increase was 4.2%, and the FY2027 budget request projects roughly 4.2% BAH growth for 2027. That is a proposal, not an enacted number — Congress still has to act.
As a planning scenario (not a promise), here’s what 4.2% on top of the 2026 O-3 medians and extremes would look like:
| 2026 actual | 2027 scenario (+4.2%) | |
|---|---|---|
| Median, with dependents | $2,540 | ~$2,647 |
| Median, without dependents | $2,253 | ~$2,348 |
| Max, with dependents | $6,633 | ~$6,912 |
| Min, with dependents | $1,686 | ~$1,757 |
Treat this as a budget-planning figure only. Individual areas routinely move 5+ points away from the national average in either direction — going into 2026, 60 of the 338 areas saw their published rates decrease while Abilene/Dyess AFB jumped 26.1%. Our 2027 BAH rates complete guide tracks the real tables the day they drop.
Special O-3 flat rates: Partial, RC/T, BAH-DIFF
Most O-3s get locality BAH, but three flat rates apply in special situations. None of them depend on where you’re stationed:
| Rate | O-3 amount | When it applies |
|---|---|---|
| BAH Partial | $22.20/mo | Single O-3 living in government quarters (including ships) with no dependents |
| BAH RC/Transit | $1,618.20–$1,920.30/mo | Reservists on active duty under 30 days, or members in transit between duty stations (without vs. with dependents) |
| BAH-DIFF | $254.70/mo | O-3 living in government housing who pays child support |
Dual-military O-3 couples
When both spouses are O-3s (or one is), the rule is simpler than most people expect: the couple chooses which spouse claims the with-dependent rate, and if you can’t agree, the senior spouse gets it as the tiebreaker (FMR Vol 7A, Chapter 26). The spouse without the child gets the without-dependents rate for their own duty station.
So two O-3 captains stationed together at San Diego with one child would collect $4,518 (with-dependent spouse) + $4,248 (without-dependent spouse) = $8,766/month in combined BAH — all tax-free. At JBLM near Tacoma, the same couple would collect $3,123 + $2,784 = $5,907/month. Our dual-military BAH calculator runs the exact household math for your situation.
When an O-3 doesn’t get full BAH
Not every O-3 collects the locality rate. The common cases:
– Living in the barracks or shipboard quarters with no dependents: you drop to BAH Partial ($22.20/month for O-3) — effectively zero. – Single, living off base: you get the without-dependents rate for your duty station. No reduction, no catch. – Stationed somewhere and the published rate drops: you’re protected. Individual rate protection means your BAH can’t go down as long as you stay at the same station with no pay-grade or dependent-status change. Only a PCS, promotion/demotion, or dependent-status change resets your rate.
Frequently Asked Questions
What is the O-3 BAH rate with dependents in 2026?
It depends on your duty station. Nationally, O-3 BAH with dependents ranges from $1,686/month (Anniston, AL) to $6,633/month (Westchester County, NY), with a national median of $2,540 across all 338 military housing areas.
Does a Navy Lieutenant get the same BAH as an Army Captain?
Yes. O-3 is a paygrade — the Navy and Coast Guard call it Lieutenant, the other branches call it Captain, but the BAH rate is identical. Same table, same numbers, same dependent categories.
How much BAH does an O-3 without dependents get?
From $1,344/month (Youngstown, OH) to $5,331/month (San Francisco, CA), with a national median of $2,253. Note that even single O-3s living off base collect the full without-dependents rate.
Is O-3 BAH taxable?
No. BAH is tax-free for every paygrade, and BAS is tax-free too. Only base pay (and special/incentive pays) is taxable. That tax treatment is a big part of why military total compensation beats the equivalent civilian salary.
What is BAH Partial for an O-3?
$22.20/month in 2026. It’s paid to single O-3s living in government quarters (barracks, ships) — and it didn’t change from 2025.
Can two O-3s married to each other both collect BAH?
Yes. Each spouse collects BAH based on their own duty station. The couple chooses which one gets the with-dependent rate; the other gets the without-dependents rate. The senior spouse is the tiebreaker only if you can’t agree.
What will O-3 BAH be in 2027?
Unknown — official tables arrive mid-December 2026. A 4.2% planning scenario (the budget request’s figure) would put the median with-dependents rate around $2,647, but your area could move very differently. Don’t budget off a projection alone.
Does having more children raise O-3 BAH?
No. There are only two dependent categories: with or without. One child qualifies you for the full with-dependents rate; a second, third, or fourth child doesn’t add a dollar.
Does O-3 BAH increase with years of service?
No. BAH is set by paygrade, duty station, and dependent status — years of service don’t enter the formula. An O-3 at 2 years and an O-3 at 12 years at the same station get the same BAH. Your base pay is what grows with time in service (from $5,534.10 to $9,004.20 across the O-3 table).
When does an O-3 lose BAH?
When you no longer have government-recognized housing costs the allowance is tied to — moving into barracks or ship quarters as a single member (drops to $22.20 Partial), or separating from service. PCS moves and dependent-status changes reset the rate; they don’t eliminate it.
The bottom line
Three things to take away. First, O-3 BAH is a location story, not a rank story — the $4,900 spread between Anniston and Westchester County dwarfs anything the paygrade itself controls. Second, the national median of $2,540 with dependents (and $2,253 without) is the honest anchor for budgeting; the $6,633 max is a headline, not a plan. Third, combined with 2026’s $5,534.10 entry base pay and tax-free allowances, an O-3’s total compensation clears $100,000 a year at a median-cost station — and that’s before any 2027 increases land in December.
